Bien que chaque \u00e9tape du processus doive \u00eatre r\u00e9alis\u00e9e par des professionnels qui connaissent les proc\u00e9dures et les protocoles en cas d&rsquo;urgence, il est vrai que la l\u00e9gislation elle-m\u00eame a veill\u00e9 \u00e0 ce que le transport des marchandises ADR soit r\u00e9glement\u00e9 afin d&rsquo;\u00e9viter les probl\u00e8mes qui y sont associ\u00e9s.<\/p>\n<p>Le Journal officiel de l&rsquo;\u00c9tat (BOE 2017) contient les dispositions g\u00e9n\u00e9rales relatives \u00e0 la circulation des v\u00e9hicules transportant un chargement ADR. Les principales restrictions \u00e9tablies par la Direcci\u00f3n General de Tr\u00e1fico (D\u00e9partement de la circulation) peuvent \u00eatre consult\u00e9es. En fonction du tonnage du v\u00e9hicule (s&rsquo;il d\u00e9passe 7 500 kg, sauf exceptions), des horaires sont attribu\u00e9s et doivent \u00eatre respect\u00e9s dans la pratique du transport ADR. Par exemple, pendant une grande partie de la saison estivale (du 1er juillet au 10 septembre), des plages horaires sp\u00e9cifiques sont sp\u00e9cifi\u00e9es, ainsi que des indications sur les jours f\u00e9ri\u00e9s et les week-ends. Certaines restrictions s&rsquo;appliquent \u00e0 des communaut\u00e9s sp\u00e9cifiques en raison de f\u00eates qui ne sont c\u00e9l\u00e9br\u00e9es que dans certaines r\u00e9gions.<\/p>\n<p>Un autre aspect \u00e0 prendre en compte dans le transport de marchandises ADR est la feuille de route applicable aux envois. Les v\u00e9hicules transportant ces mati\u00e8res dangereuses ne sont pas autoris\u00e9s \u00e0 circuler sur l&rsquo;ensemble du r\u00e9seau routier de l&rsquo;\u00c9tat, mais doivent se limiter \u00e0 emprunter le RIMP (Red de Itinerarios de Mercanc\u00edas Peligrosas &#8211; R\u00e9seau d&rsquo;itin\u00e9raires de transport de marchandises dangereuses). Ce r\u00e9seau tient compte des d\u00e9placements \u00e0 distance dans les villes et les agglom\u00e9rations, en limitant autant que possible la proximit\u00e9 des personnes. Lorsqu&rsquo;un v\u00e9hicule ADR doit contourner le RIMP, il est pr\u00e9cis\u00e9 que les trajets peuvent \u00eatre effectu\u00e9s sur des routes conventionnelles, mais que le conducteur doit veiller \u00e0 utiliser l&rsquo;itin\u00e9raire le plus court, en veillant \u00e0 ce que les entr\u00e9es et sorties les plus proches soient \u00e0 port\u00e9e de main.<\/p>\n<p>Il existe certaines exceptions attribu\u00e9es \u00e0 des chargements sp\u00e9cifiques, tout comme il existe d&rsquo;autres types de restrictions qui peuvent s&rsquo;appliquer au transport de marchandises ADR, telles que les conditions m\u00e9t\u00e9orologiques qui rendent la visibilit\u00e9 difficile et augmentent consid\u00e9rablement la probabilit\u00e9 d&rsquo;un accident.
